Misuse of funds in INDIRAMMA Housing will not be tolerated - CM
 

"This cannot go on like this. Any kind of lethargy and misuse of funds in INDIRAMMA Housing will not be tolerated. Put a stop to it. Be fair. Be transparent. Take stringent action against misuse of funds or fraud in the scheme. Let it be very clear. While all those houseless people who need a house should get a house, those who do not need it should not be allotted. You have to be very firm. No question of allowing any misuse hereafter", the Chief Minister Mr K Rosaish categorically told officials of the Housing Department.

The Chief Minister today held a detailed review meeting on the Indiramma Housing and Rajiv Swagruha housing scheme with minister and officials at Secretariat. Mr Rosaiah expressed his concern on the reported misuse of funds and allotment of housing under the Indiramma Housing scheme.

He told the officials to make it clear to those who want the houses to register now. Since the verification is on, let them register now and make sure that those who do not register are ineligible for allotment of the houses. Since the verification is on, the allotment should be make absolutely fool-proof and make sure that while all those who deserve and need a house are allotted and those do not register and are ineligible are not allotted the house.

The Chief Minister was told by the officials that New steps taken for effective implementation include payments are now made strictly through individual accounts only and instructions issued to open individual accounts for all under-progress houses. 5,85,070 bank accounts already opened (34% of the under progress houses), No payments through VOs from December 2009, Reconciliation of all payments through VO taken up.

To make the system very transparent and make the beneficiaries aware of their total eligibility of amount and materials actually issued, a pass book system is introduced. 32,11,810 pass books distributed out of 45,40,419 houses totally grounded in all districts. For each payment, pay slips issued. To ensure proper measurement, AE will measure the work at every stage of each house. DEE to cross-check 10% of the houses and then only recommend payment to PD (Housing) for confirmation. Mandal Housing Officer (MHO) system totally dispensed with. The Work Inspectors limited to 3 with each AE (Mandal), with clear defined role not involving measurement or release of payment. The officials said that to ensure timely payment, AE to visit every village where work is ongoing, every fortnight.

PD (Housing) to monitor and wherever the AE is on leave/absent, concerned Dy. EE has to attend. Payments are being released by the Dy.EE which directly goes in to beneficiary account (Earlier the same was released by AEs). Timeline for final payment to beneficiaries is 16 to 17 days.

The State Govt. have already sanctioned additional loan amount of Rs.20,000/- and Rs.30,000/- to all rural and urban SC/ST beneficiaries. SLBC resolved to provide support SHG Bridge Loans to non-SC/ST beneficiaries. Special District Consultative Committees are being held at district level, loans routed through SHGs only, Recovery also through SHGs, Institutional Mechanism for Dealing with Complaints, Special Monitoring Unit (SMU) established for vigilance purpose. SMU is dealing with all the cases related to irregularities received from call center/through News paper / any other form. Special Officers are appointed for every 2 to 3 districts. Enquiries being conducted through NGOs or directly through Special Officers. Number of petitions already enquired by SMU:308 cases.

The Chief Minister also reviewed the Rajiv Swagruha Housing scheme. He has direccted that a meeting be convened by the Chief Secretary with the officials of the Rajiv Swagruha Corporation, A.P. Housing Board, Housing Department and other officials concerned to decide about the Rajiv Swagruha housing scheme, how to go about prioritising various projects of the scheme by phasing out since it is a demand-driven scheme. This meeting will be convened at the earliest and a final decision will be taken about the various projects of the scheme and the Corporation's funds etc.

Minister for Housing Shilpa Mohan Reddy, Principal Secretary, Housing, M Samuel, Commissioner, Housing, N K Prasad, CMD, Rajiv Swagruha, Shalini Mishra, Principal Secretary, Finance, L V Subramaniam and other officials attended the meeting.
