The Chief Minister Dr K Rosaiah directed the officials to prepare a special comprehensive plan to help the landless poor to convert the distributed land cultivable. He also wanted them to see that bank loans are also made available to them to take up cultivation. The Chief Minister said unless the distributed land is made cultivable, the landless poor will not be able to sustain and make use of the land. "It is no use distributing land to the landless poor, unless he is helped to cultivate it and the official machinery should come forward to help them", the Chief Minister said.
The Chief Minister said that an extent of 1,00,615 acres have been identified for distribution to over 69,506 beneficiaries in the 5th phase in 22 districts in the State. Each family is given land not exceeding 2.50 acres of wet land or 5.00 acres of dry land including the land originally held by the family. The Chief Minister said the State Government has already distributed Surplus land to the landless poor in the State in four phases to an extent of 6,03,809 acres. These lands were distributed among 4,33,723 landless beneficiaries so far.
The Chief Minister, who is going to launch 5th phase of land distribution at Shadnagar (Mahabubnagar District) on 14th of this month, i.e., the birth day of Dr.B.R.Ambedkar, today discussed the preparations for the fifth phase of the land distribution with Chief Secretary Sri S.V.Prasad, CCLA and Special C.S Sri Pankaj Dwivedi; Secretary, Revenue Sri Rajeswar Tiwari at his residence. It has been decided in the meeting to hold a video conference on Praja Patham & Land Distribution with all district collectors & officials on 16th.
"Our Government aims to fulfill the mission of Dr.Ambedkar for upliftment of the weaker sections, particularly the SC/ST's by empowering them with land to achieve sustainable livelihood", Chief Minister said. Working in this direction the Govt. will earmark 50 per cent of the total land being distributed in the fifth phase exclusively for the SC/ST beneficiaries.
The Chief Minister has suggested the Revenue Minister Sri Dharmana Prasada Rao over telephone to take all necessary steps to make the land distribution programme for poor a grand success and in particular to ensure registration of distributed land only in the name of women, which is the ambition of the departed leader Dr.Y.S.Rajasekhara Reddy and to keep the names of the beneficiaries in the website prior to distribution.
The Revenue Minister informed the Chief Minister that seven IAS Officers have been entrusted to monitor and supervise the 5th Phase of Land Distribution Programme allotting them 2 to 3 Districts each to provide suggestions and advises if necessary.
The Chief Minister directed the Chief Secretary to give utmost priority to weaker sections like S.C., S.T., and other Backward Communities while distributing these lands and the lands will be developed by spending the amounts released under NREGP, Indira Prabha and other such schemes.
District-wise land distribution details are: Srikakulam-1468.99 acres; Vizianagaram - 2155.14 acres; Visakhapatnam - 6188.27; East Godavari - 4741.34; West Godavari - 699.88; Krishna - 1563.24; Guntur - 1202.83; Prakasam - 4315.92; SPS Nellore - 6815.00; Chittoor - 17,842.27; Kadapa - 8981.16; Anantapur - 11,061.28; Kurnool - 5959.48; Mahaboobnagar - 1777.03; Medak - 3947.68; Nizamabad - 2106.02; Adilabad - 6692.24; Karimnagar - 1966.48; Warangal - 4847.47; Khammam - 2749.16; Nalgonda - 2678.27 and Rangareddy - 856.07 acres and the total works out to 1,00,615.22acres.
He asked the District Collectors to ensure that all the elected representatives and other dignitaries are invited to the programme as per the normal protocol and necessary publicity be made. The Chief Minister said the District Collectors have been instructed to ensure that the specail package accompanying the land distribution programme is also worked out in detail and advance information to the people be given by way of proper and adequate publicity.
The Chief Minister was told that the Chief Commissioner of Land Administration & Special Chief Secretary & Special Commissioner convened a Video Conference recently with all the Joint Collectors, Additional Joint Collectors, District Revenue Officers and Revenue Divisional Officers and instructed them that the land identified by them for distribution must be free from encroachment. He said the land assigned to them should be in a position to be converted into useful cultivable land and the beneficiary should be able to get their livelihood by the next Kharif season. The assignees should be provided financial assistance under various Central and State schemes and through banks to develop the land. |
